Executive Biographies

Dr. Kathy Guthrie Assistant Professor
Kathy Guthrie works with The Center for Leadership and Civic Education as an assistant professor in leadership studies. She is also a member of the Higher Education Program in the College of Education's Department of Educational Leadership and Policy Studies. Kathy's main responsibility is coordinating the Undergraduate Academic Certificate in Leadership Studies. Kathy received her Ph.D. from the University of Illinois at Urbana-Champaign in Educational Organization and Leadership.  Her master’s degree is in Educational Administrative Foundations with an emphasis in college student personnel from Illinois State University and her undergraduate degree is in business and finance from North Central College in Naperville, IL.

Gina Kittel Associate Director
Gina Kittel is in her twelfth year at The Center for Leadership and Civic Education. As associate director of The Center, Kittel oversees the operations of the Center, including policies, procedures, and special projects. Kittel has also specialized in coordinating service-learning programs on the state, local, and university level. Prior to her career at Florida State University, Kittel held such positions as an elementary school teacher and speech-language therapist. Kittel received her bachelors in Speech Pathology and Audiology and her masters in Elementary Education from FSU.

Dr. Steve Mills Assistant Director for Leadership & Civic Learning
Steve Mills came to the Center in the Fall of 2008 from Florida State University’s Department of Family and Child Sciences, where he served as a faculty member since 1999.  Steve is Assistant Director of the Center and his direct responsibilities include service-learning support and development, and teaching in the undergraduate leadership certificate program.  Steve’s master’s degree is from University of Florida in Counselor Education, and his Ph.D. is from Purdue University in Marriage and Family Therapy. 

Bill Moeller Co-Director
Bill Moeller is Co-Director of the Florida State University Center for Leadership and Civic Education. He has directed the Center since the opening in 1994 (formerly the Center for Civic Education and Service) and has provided leadership to build community partnerships between Florida State University and governmental agencies, schools and nonprofit organizations. Moeller is a 32-year employee of Florida State University and has specialized in providing university resources to the community. Prior to his career at FSU, Moeller held such positions as a government consultant and staff assistant to the governor of Maryland and mayor of Baltimore. Moeller received his bachelors from Loyola College in Maryland and his graduate degree in Local Government Administration from the Wharton School at the University of Pennsylvania.

Dr. Laura Osteen Co-Director
Laura Osteen is Co-Director of the Florida State University Center for Leadership and Civic Education. The Center is a campus-wide endeavor to develop responsible citizens and effective leaders. In addition, Laura teaches in the School of Education’s Higher Education and Leadership Program and the University’s undergraduate academic certificate/minor in Leadership Studies. She received her doctorate of philosophy degree from the University of Maryland in the field of College Student Personnel with an emphasis in leadership development and organizational change. Her master’s degree is in Student Affairs and Higher Education from Colorado State University – Fort Collins and her undergraduate degree is in Speech Communications from Indiana University - Bloomington.
